Since when did sequins and leather bra tops get to be so boring? We are pretty certain Katy intended to light the red carpet on fire in this outfit, but beige hose and sensible pumps are serious buzz kills for hot babes out on the town. And it's never OK to wear a midriff top anywhere, anytime. Someone, please bring sexy back!
